  5. managing Bush's successful presidential
  6. campaign 1988, Baker was appointed secretary
  7. of state 1989. Baker, a lawyer from Houston,
  8. Texas, entered politics 1970 as one of the
  9. managers of his friend George Bush's
  10. unsuccessful campaign for the Senate. He
  11. served as undersecretary of commerce 1975-76
  12. in the Ford administration and was deputy
  13. manager of the 1976 and 1980 Ford and Bush
  14. presidential campaigns. Baker joined the
  15. Reagan administration 1981. He has been
  16. criticized for the unscrupulousness of the
  17. 1988 Bush campaign. The most respected member
  18. of the Bush team, he has been described as an
  19. effective `prime minister'.
